The Motion would also create jobs and support small businesses by: (1) increasing water, waste disposal, and wastewater facility grants by $10 million per year (up from $30 million to $40 million) and extending the program for 5 years; and (2) increasing rural business opportunity grants by $5 million per year (up from $15 million to $20 million) and extending the program for 5 years. Lastly, the Motion would restore the $8 million cut (funding the program at $35 million instead of $27 million in the base bill) to the emergency and imminent community water assistance

Based on the highest annual of three previous calendar years of their milk marketings, dairy producers are allowed to elect their coverage level and the percentage of coverage up to 80% at the start of the program and annually thereafter. Amendment requires the Secretary to make payments to dairy producers enrolled in the program whenever the actual dairy producer margin drops below $4.00 (or below a higher level of coverage up to $8.00).
