Full Text of this Amendment

SA 179. Ms. LANDRIEU submitted an amendment intended to be proposed by her to the bill S. 493, to reauthorize and improve the SBIR and STTR programs, and for other purposes; which was ordered to lie on the table; as follows:

At the end of section 501, add the following:
(d) Sunset.--Effective on the date that is 5 years after the date of enactment of this Act, section 9 of the Small Business Act (15 U.S.C. 638), as amended by this section, is amended--
(1) in subsection (g)--
(A) in paragraph (3)--
(i) by striking "applications to the Federal agency for support of projects relating to nanotechnology, rare diseases, security, energy, transportation, or improving the security and quality of the water supply of the United States, and the efficiency of water delivery systems and usage patterns in the United States (including the territories of the United States) through the use of technology (to the extent that the projects relate to the mission of the Federal agency), broad research topics,
and topics that further 1 or more critical technologies or research priorities" and inserting "broad research topics and to topics that further 1 or more critical technologies"; and
(ii) in subparagraph (A), by adding "or" at the end;
(iii) in subparagraph (B), by striking the semicolon at the end and inserting a period; and
(iv) by striking subsections (C), (D), (E), and (F); and
(B) by striking paragraph (13);
(2) in subsection (o)--
(A) in paragraph (3)--
(i) by striking "applications to the Federal agency for support of projects relating to nanotechnology, rare diseases, security, energy, transportation, or improving the security and quality of the water supply of the United States, and the efficiency of water delivery systems and usage patterns in the United States (including the territories of the United States) through the use of technology (to the extent that the projects relate to the mission of the Federal agency), broad research topics,

(ii) in subparagraph (A), by adding "or" at the end;
(iii) in subparagraph (B), by striking the semicolon at the end and inserting a period; and
(iv) by striking subsections (C), (D), (E), and (F);
(B) in paragraph (15), by adding "and" at the end;
(C) in paragraph (16), by striking "; and" and inserting a period; and
(D) by striking paragraph (17); and
(3) in subsection (x)--
(A) by adding at the end the following:
"(3) UTILIZATION OF PLANS.--The criteria and procedures described in paragraph (1) shall be developed through the use of the most current versions of the following plans:
"(A) The Joint Warfighting Science and Technology Plan required under section 270 of the National Defense Authorization Act for Fiscal Year 1997 (Public Law 104-201; 10 U.S.C. 2501 note).
"(B) The Defense Technology Area Plan of the Department of Defense.
"(C) The Basic Research Plan of the Department of Defense.".
