SA 765. Mr. DeMINT submitted an amendment intended to be proposed by him to the bill H.R. 2112, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies programs for the fiscal year ending September 30, 2012, and for other purposes; which was ordered to lie on the table; as follows:

At the appropriate place, insert the following:
Sec. __X. None of the funds appropriated or otherwise made available by this title shall be used to pay the salaries and expenses of personnel to enforce the provisions of section 3(a)(2) of the Lacey Act Amendments of 1981 (16 U.S.C. 3372(a)(2)) with respect to a plant taken, possessed, transported, or sold in violation of a foreign law unless the applicable foreign government has initiated proceedings against the company or individual under the foreign law.
