SA 856. Mr. NELSON of Nebraska submitted an amendment intended to be proposed to amendment SA 738 proposed by Mr. Inouye to the bill H.R. 2112, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies programs for the fiscal year ending September 30, 2012, and for other purposes; which was ordered to lie on the table; as follows:

On page 83, between lines 20 and 21, insert the following:
Sec. 734. Notwithstanding section 1619(b)(2) of the Food, Conservation, and Energy Act of 2008 (7 U.S.C. 8791(b)(2), none of the funds appropriated or otherwise made available by this Act shall be used by the Secretary, any officer or employee of the Department of Agriculture, or any contractor or cooperator to prohibit the disclosure, on request, of the information described in that section to any State agency or any political subdivision of a State charged with implementing an agriculture
or conservation program under Federal or State law.
