SA 839. Mr. CONRAD (for himself, Mr. Leahy, Mr. Sanders, Mrs. Gillibrand, Mr. Hoeven, Mr. Menendez, and Mr. Lautenberg) submitted an amendment intended to be proposed by him to the bill H.R. 2112, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies programs for the fiscal year ending September 30, 2012, and for other purposes; which was ordered to lie on the table; as follows:

On page 316, after line 23 add the following:
For an additional amount for the "Community Development Fund", for necessary expenses related to disaster relief, long-term recovery, and restoration of infrastructure, housing, and economic revitalization resulting from a major disaster designation pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122(2)) in 2011, $600,000,000, to remain available until expended, for activities authorized under title I of the Housing and Community Development Act
of 1974 (Public Law 93-383): Provided, That the amount provided under this heading is designated by Congress as being for disaster relief pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985 (Public Law 99-177), as amended: Provided further, That such additional amount shall be subject to the same terms and conditions as any other amounts provided under this heading.
