SA 910. Mr. LAUTENBERG submitted an amendment intended to be proposed to amendment SA 738 proposed by Mr. Inouye to the bill H.R. 2112, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies programs for the fiscal year ending September 30, 2012, and for other purposes; which was ordered to lie on the table; as follows:

After section 217 of title II of division B, insert the following:
Sec. 218. No funds made available under this Act shall be used to allow the knowing transfer of a firearm to an individual known (or appropriately suspected) to be or have been engaged in conduct constituting, in preparation for, in aid of, or related to terrorism, or providing material support or resources for terrorism, when the Attorney General has a reasonable belief that the applicant for a firearm may use a firearm in connection with terrorism, unless the Attorney General determines
that denial of a firearm transfer would likely compromise national security.
