SA 877. Mr. KIRK submitted an amendment intended to be proposed by him to the bill H.R. 2112, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies programs for the fiscal year ending September 30, 2012, and for other purposes; which was ordered to lie on the table; as follows:

On page 51, line 2, strike "1974." and insert the following: "1974:
Provided further, That none of the funds made available by this Act shall be used to support any loan or grant for any proposed service territory in which not less than 25 percent of the households in the proposed service territory in the aggregate are offered broadband service by not less than 2 incumbent service providers.".
