Full Text of this Amendment

SA 870. Mr. KYL (for himself, Mr. McCain, and Mr. Cornyn) submitted an amendment intended to be proposed to amendment SA 738 proposed by Mr. Inouye to the bill H.R. 2112, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies programs for the fiscal year ending September 30, 2012, and for other purposes; which was ordered to lie on the table; as follows:

Beginning on page 117, strike line 13 and all that follows through page 118, line 2, and insert the following:
United States Marshals Service

SALARIES AND EXPENSES

For necessary expenses of the United States Marshals Service, $1,121,041,000; of which not to exceed $20,000,000 shall be available for necessary expenses for increased deputy marshals and staff related to Southwest border enforcement until September 30, 2012; of which not to exceed $6,000 shall be available for official reception and representation expenses; and of which not to exceed $20,000,000 shall remain available until expended.
CONSTRUCTION

For construction in space controlled, occupied, or utilized by the United States Marshals Service for prisoner holding and related support, $28,500,000, which shall remain available until expended; of which not less than $9,696,000 shall be available for the costs of courthouse security equipment, including furnishings, relocations, and telephone systems and cabling; of which $15,000,000 shall be available for detention upgrades at Federal courthouses located in the Southwest border region;
and of which not less than $1,500,000 shall be available for the costs of courthouse security equipment, including electronic security devices, telephone systems, and cabling at Federal courthouses located in the Southwest border region.
OFFSET

Notwithstanding any other provision of this Act, the total amount appropriated under this Act (except for the amounts appropriated under title II of this division and title I of division C) shall be reduced on a pro rata basis by $36,500,000.
