SA 3712. Mr. HARKIN submitted an amendment intended to be proposed to amendment SA 3500 proposed by Mr. HARKIN (for himself, Mr. CHAMBLISS, Mr. BAUCUS, and Mr. GRASSLEY) to the bill H.R. 2419, to provide for the continuation of agricultural programs through fiscal year 2012, and for other purposes; which was ordered to lie on the table; as follows:


On page 755, after line 22, insert the following:
SEC. 60X. WATER OR WASTE DISPOSAL LOANS.
Section 306(a) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1926(a)) (as amended by section 6010) is amended by adding at the end the following:
``(29) WATER OR WASTE DISPOSAL LOANS.--For fiscal year 2008 and each subsequent fiscal year, the Secretary shall make or guarantee water or waste disposal loans under this title, and the loan guarantee programs funded from the Agricultural Credit Insurance Fund, under the authority and conditions (including the fees, borrower interest rate, and the economic assumptions of the President, as of September 1, 2006) provided by the Agriculture, Rural Development, Food and Drug Administration,
and Related Agencies Appropriations Act, 2006 (Public Law 109-97; 119 Stat. 2120).''.
